TOM GOTTS
Managing Director
Tom is the Managing Director of Rothwell Group Ltd and a highly experienced M&E Project Manager and Contractors Responsible Engineer (CRE), with more than a decade of expertise delivering complex rail and infrastructure projects across the UK.
Tom has extensive experience across electrical distribution systems (HV & LV), lighting, pumps, CCTV, telecoms, and station infrastructure. Throughout his career, he has successfully managed and delivered a wide range of multi-site projects, including station rewiring works at Shelford and Whittlesford Stations, refurbishment projects at Sheffield Station, George Stephenson House, Crewe OCR, and Neville Hill Depot.
As Framework Manager for Network Rail Depot & Plant Works and GA Trains Limited, Tom oversees the successful delivery of projects with a strong focus on health and safety, quality assurance, operational coordination, and client collaboration.
Tom holds a BEng (Hons) in Engineering Technology and a range of industry-recognised qualifications, including NICEIC Principal Duty Holder, CompEx, and AP12 Authorised Person certification. Combining technical expertise with a collaborative leadership style, he is committed to driving continuous improvement, promoting a positive safety culture, and supporting mental health awareness across all stages of project delivery.
STEPHEN STEAD
Stephen is a highly experienced Director and Incorporated Electrical Engineer at Rothwell Group Limited, with a career spanning over four decades in electrical design, installation, and commissioning. As the company’s Contractors Engineering Manager (CEM) and Health & Safety Coordinator, Stephen plays a pivotal role in ensuring technical excellence and regulatory compliance across all projects.
Stephen’s background includes senior roles at Northern Electric and the University of York, as well as lecturing at York College. His qualifications include HNCs in Electrical Engineering, City & Guilds certifications in Inspection, Testing, and Design, and the 18th Edition Wiring Regulations. He is also a certified IOSH Managing Safely practitioner, Directors Health & Safety and holds multiple safety and management credentials.
At Rothwell Group, Stephen is responsible for overseeing health, safety, and environmental welfare, policy development, and client engagement. He deputises for the Responsible Manager and ensures that all company procedures align with current legislation and industry standards.
MARK LAMPARD
Director / Safe Work Planner
Mark Lampard is a Director at Rothwell Group Limited and an experienced Safe Work Planner, with over a decade of hands-on expertise delivering mechanical and electrical installations across the rail industry. Known for his meticulous planning, technical knowledge, and commitment to safety, Mark plays a key role in the successful delivery of high-quality infrastructure projects throughout the UK.
Mark has extensive experience managing complex systems including HVAC, air conditioning, CCTV, UPS, and boiler installations. Fully qualified in electrical installation and testing, he also holds industry-recognised certifications including NEBOSH Construction, SSOW Planning, and SMSTS. His training further includes mental health first aid, asbestos awareness, and rooftop safety.
In his role as Director and Safe Work Planner, Mark is responsible for developing robust Safe Systems of Work, conducting site inspections, and ensuring compliance with all relevant health and safety standards. He actively promotes a positive safety culture across the business, participates in health and safety liaison meetings, and mentors apprentices and developing engineers within the organisation.

MICHELLE ROTHWELL
Quality Manager
Michelle is the Quality Manager at Rothwell Group Limited, bringing over 15 years of experience in financial management, office administration, and compliance within the rail and construction sectors. With a strong background in management accounting, payroll, and regulatory oversight, Michelle plays a key role in ensuring the company’s financial and operational integrity.
Her responsibilities include overseeing Sage payroll and accounting systems, managing office staff, and maintaining compliance with health, safety, environmental, and quality standards.
Michelle also supports GDPR, anti-bribery, and modern slavery policy updates, and deputises for the HR & PC Compliance Manager when required.
Michelle’s career spans roles within the Civil Service, Ware & Kay Solicitors and British Rail, where she developed her expertise in administration, data management, and financial reporting. She holds various qualifications, including AAT Certification and HNC in Business Studies.

Tracy is the HR & PC Compliance Manager at Rothwell Group Limited, bringing over 20 years of experience in human resources, administration, and compliance within the construction and rail industries. Tracy plays a vital role in managing the company’s health, safety, environmental, and quality systems, ensuring full compliance with internal policies and external regulations.
A qualified CIPD professional and Associate Member of ISEP, Tracy oversees employee relations, recruitment, training coordination, GDPR compliance, and Sentinel sponsorship. She is also responsible for maintaining accurate personnel records, managing timesheets, and supporting payroll and accounting functions.

Paul is a highly experienced and fully qualified electrician with over three decades of hands-on expertise in electrical installation, maintenance, and site management across commercial, industrial, and domestic sectors. Currently serving as a Approved Qualifying Supervisor and Deputy Health & Safety Liaison Representative at Rothwell Group Limited, Paul plays a pivotal role in ensuring project delivery meets time, quality, and legislative standards.
With a strong foundation in electrical engineering and a comprehensive portfolio of certifications—including City & Guilds qualifications, SMSTS, PTS, and asbestos safety training—Paul is known for his technical proficiency, leadership, and commitment to safety. His career spans roles from apprentice to his current role, showcasing his progression and dedication to the trade.
Paul is a champion of safety culture, actively participating in health and safety liaison meetings, delivering toolbox talks, and promoting workforce engagement in safety initiatives. APPROVED ELECTRICIAN / BAFE QUALIFIED DESIGNER
Oliver is a seasoned Approved Electrician with over 20 years of experience in the electrical engineering sectors.
Oliver’s career spans a wide range of roles, from apprentice electrician to site supervisor, demonstrating a consistent commitment to professional development and operational excellence. He holds numerous industry-recognised qualifications, including City & Guilds certifications in Electrical Installation and Testing, the 18th Edition Wiring Regulations, full BAFE Fire Alarm Systems training (BS5839 Units 1–5) and Level 3 Award in the requirements of Fire Detection and Fire Alarm Systems for Buildings (BS5839-1). His credentials also include SMSTS, PTS, IPAF, PASMA, and IOSH Managing Safely.
In his current role, Oliver oversees the design, installation, commissioning, and verification of fire detection and alarm systems, ensuring full compliance with BAFE standards and customer specifications. He is responsible for issuing BAFE Certificates of Compliance and managing site safety, environmental legislation, and subcontractor performance.
